The tuition fee increase at the University of World Economy and Diplomacy (UWED) is based on Presidential Decree No. PD-3795 dated 21 June 2018 “On Measures to Radically Improve the Activities of the University of World Economy and Diplomacy” and Presidential Decree No. PD-3795 dated 24 December 2021 “On Measures to Ensure the Financial Independence of State Higher Education Institutions.”

In accordance with Resolution No. 61, which takes into account the costs of training highly qualified personnel, the university’s development strategy, and the supply and demand in the educational services market, the basic tuition fees for bachelor’s and master’s programs may be determined annually based on the rates set for similar programs in other state higher education institutions of the Republic of Uzbekistan. The resolution also permits increasing these fees up to three times the basic rate.

In line with Presidential decrees “On Increasing Wages, Pensions, Scholarships, and Allowances,” from 1 October 2024, salaries of faculty and staff were indexed by 10%, and from 1 August of the same year, an additional 10% increase was applied, resulting in a total rise of 20%. In 2024, the official inflation rate for goods and services averaged 10%. Additionally, in the 2024–2025 period, utility tariffs (including for thermal energy) rose by 15%.

To further enhance the quality of education through additional funds credited to the university’s account, ensure salaries and equivalent payments keep pace with inflation, provide social support and incentives to staff, and continue infrastructure development, it is deemed appropriate to bring tuition fees closer to market value and set them at competitive levels.

Under Presidential Decree No. PP-330 of 23 July 2022, UWED has been tasked with attracting faculty from internationally recognized universities to participate in academic and research activities. As part of this initiative, measures are being taken to create an international academic environment by recruiting foreign specialists.

Planned allocations will also be directed towards routine and partial major repairs of university facilities, improving living conditions in the student dormitory, renovating sports complexes, and expanding the resources of the Information Resource Center.

From the 2024/2025 academic year, pilot groups of third-year students have been introduced, in which the entire educational process is conducted in English. The outcomes of this pilot project have been positive, and the practice will be continued for third- and fourth-year students in the new academic year.

This approach has become an important factor in attracting highly qualified foreign specialists and fostering a competitive educational environment.

Taking into account the above factors and the university’s projected expenses for 2025–2026, the Supervisory Board of UWED has approved a 15% increase (indexation) in tuition fees for fee-paying contracts, effective from the 2025–2026 academic year, as follows:

Note: Given the specific nature of UWED and its focus on training competitive professionals and maintaining high educational standards, the university does not offer evening, part-time (correspondence), or distance-learning programs. Consequently, a significant share of the university’s financial stability is derived from the tuition fees of full-time students.
