A seminar on the system of submitting online applications for participation in competitions for the Presidential and nominal state scholarships was held at UWED

The Order of the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan No. 27 dated January 19, 2025, "On the Approval of the Regulation on the Use of the Information System for Online Application Submission for the Competitions for the Presidential and Named State Scholarships of the Republic of Uzbekistan" was adopted as a regulatory and legal framework aimed at ensuring transparency and digital management in scholarship selection processes. This regulation envisions the digitalization of student participation in competitive procedures, enhancement of transparency at all stages of the selection process, and strengthening the principles of academic meritocracy. In accordance with the provisions of this order, a seminar was organized at the university with the participation of highly qualified experts and members of the academic community. The seminar was chaired by the First Vice-Rector for Youth Affairs and Spiritual-Educational Work, Mr. O. Yusupjanov. The event brought together staff from the Youth Affairs Office, representatives of the "Five Important Initiatives" Center, and faculty deans. The seminar provided a comprehensive discussion of the methodological foundations of the scholarship selection system, its legal and regulatory framework, and the role of modern management technologies in ensuring the efficiency and objectivity of the selection process. During the seminar, it was emphasized that at the initial stages of organizing the competitions for the Presidential and named state scholarships of the Republic of Uzbekistan, strict adherence to the principles of transparency, fairness, and academic integrity must be ensured, as these are considered priority values. Special attention was given to strengthening control mechanisms at every stage of the selection process, particularly ensuring the accuracy and reliability of academic information about candidates. In this context, it was noted that a systematic analysis of students’ academic performance and rating scores had been conducted, along with monitoring of any changes made to grades. It was stressed that in cases where unjustified, subjective, or belated changes to grades are identified, appropriate measures will be taken against those responsible. All these efforts are aimed at upholding the principles of academic fairness throughout the scholarship selection process. It was also firmly emphasized that the nomination process for candidates for the Presidential Scholarship of the Republic of Uzbekistan for the 2025–2026 academic year, the preparation of their document packages, and their timely submission to the Ministry must be carried out in full compliance with the regulatory requirements established by Resolution No. 226 of the Cabinet of Ministers of the Republic of Uzbekistan dated October 13, 2008. It was particularly stressed that, based on this resolution, the system for identifying and encouraging gifted youth must operate in accordance with high standards of social responsibility and academic objectivity. At the university level, a step-by-step selection system has been developed across all academic programs and faculties to identify worthy candidates for participation in the competitions for the Presidential and named state scholarships of the Republic of Uzbekistan. This process is implemented through individual monitoring based on the scientific, academic, and social activity of students starting from their first year. In turn, this contributes to the early identification of talented youth, the development of their potential, and their preparation for participation in the high-level national scholarship support system. At the same time, a systematic information and communication campaign is being conducted among students to clarify the content, conceptual foundations, eligibility criteria, as well as the social and academic incentives provided by the scholarship competitions. Within this framework, scholarships are viewed not only as a means of financial support, but also as an important factor in fostering youth's scientific and innovative activity, enhancing their social engagement, and increasing academic motivation. In order to develop the scientific and innovative potential of talented youth, support their creative ideas aimed at fundamental and applied research, as well as identify and promote scientific initiatives focused on solving pressing issues in the fields of economy and social policy, it is planned to expand the number of seminars and training sessions and improve their quality. Such activities not only boost students’ motivation for research but also help prepare them for active participation in national and international scientific grants, scholarship programs, and academic projects. At the same time, seminar participants were provided with detailed information about the electronic information system — the application submission platform for scholarship competitions — developed in accordance with the requirements of the Regulation approved by Order No. 27 of the Ministry of Higher Education, Science, and Innovation dated January 29, 2025. The technical and functional capabilities of the platform were discussed, as well as common errors made during document uploads and the mechanisms for preventing them. The need for students to strictly adhere to the principles of accuracy, responsibility, and academic integrity when using the system was strongly emphasized. At the conclusion of the session, the First Vice-Rector for Youth Affairs and Spiritual-Educational Work, Mr. O. Yusupjanov, highlighted the importance of the university’s internal selection commission in nominating candidates for the scholarships. It was noted that the commission must thoroughly review the academic and scientific activities of applicants and conduct an objective analysis based on their academic achievements, research focus, and social engagement. Accordingly, the task was assigned to organize the process of preparing documents for the most deserving candidates and ensuring their fair and qualified admission to the testing stage.
