On April 24, 2025, the University of World Economy and Diplomacy (UWED) hosted a meeting with Professor Stephen G. Barnes, responsible for international and master’s programs at the Dickinson School of Law at Penn State University, USA. During the event, Professor Barnes gave a guest lecure on the topic of “The Powers of the President of the United States”.

In his lecture, Professor Barnes acknowledged the great scholars of Uzbekistan, such as Ibn Sina, Al-Khwarizmi, and Al-Farabi, emphasizing that their scientific legacy is recognized worldwide.

Professor Barnes then provided a detailed explanation of the U.S. Constitution and the powers of the president. He clarified the hierarchy of legal sources and specifically addressed the issue of presidential executive orders.

At the end of the event, Professor Barnes shared information about Penn State University and briefly explained the university’s admission requirements and the application process to students.
