    Within the framework of the 43rd UNESCO General Conference held in Samarkand on November 1, the world’s first international document aimed at enhancing the diplomatic capacity of states in shaping their digital future the Samarkand Declaration on Tech Diplomacy was signed. As part of this historically significant initiative, the University of World Economy and Diplomacy (UWED) and the Tech Diplomacy Institute (TDI) signed a Memorandum of Cooperation focused on advancing technological diplomacy, digital governance, and international innovation collaboration.

    The Memorandum was signed by Ayumi Moore Aoki, Founder and President of the Tech Diplomacy Institute, and on behalf of Sodiq Safoev, First Deputy Chairperson of the Senate of the Oliy Majlis and Rector of the University of World Economy and Diplomacy, by Gulnoza Ismailova, Executive Director of the “El-Yurt Umidi” Foundation and Advisor to the Rector of UWED.

    The main goal of the document is to create a solid foundation for the development of education, scientific research, institutional capacity, and international cooperation in the field of technological diplomacy. The memorandum aims to deepen the interconnection between diplomacy and technology, promote innovative approaches in international relations, and foster global cooperation in the context of digital transformation. In addition, training programs, master classes, and professional development initiatives will be organized for faculty members and young professionals, while UWED students and researchers will have opportunities for internships and practical experience through TDI’s platforms.

    This cooperation also envisions the regular organization of international conferences, forums, and expert meetings, as well as the establishment of a regional hub for academic and policy dialogue on technological diplomacy in Central Asia. The signing of this memorandum marks an important step towards strengthening UWED’s position as a regional academic leader in digital diplomacy, expanding international scientific exchange, and preparing a new generation of professionals equipped with advanced digital and diplomatic competencies.
