A Masterclass on The International Legal Status of The International Telecommunication Union (ITU) and The Legal Nature of Its Documents in The Modern Era was held at UWED

On October 5, 2026, within the framework of the “International Information Law” course, a masterclass titled “The International Legal Status of the International Telecommunication Union (ITU) and the Legal Nature of Its Documents in the Modern Era” was organized for 4th-year students. The session was conducted by N. Nugmanov, a professor at the Department of International Law and Public Law Disciplines at UWED, and Dariya Odilovna Abdalimova, a legal counsel at the Legal Department of “UZINFOCOM” LLC—the unified integrator for the creation and support of state information systems.
The expert analyzed the transformation of the International Telecommunication Union’s (ITU) legal instruments amidst current developmental trends. Particular attention was paid to the unique characteristics of the ITU as the UN’s oldest specialized agency, as well as to the legal force of the various categories of documents adopted by the organization. During the masterclass, a detailed analysis was conducted regarding the ITU's initiatives amidst the rapid development of artificial intelligence and global digital infrastructure, as well as the ITU’s Recommendations, technical standards, and the operational mechanisms of documents adopted by the ITU-T (standardization), ITU-R (radiocommunication), and ITU-D (development) sectors.
At the conclusion of the masterclass, a constructive discussion was held with students regarding the International Telecommunication Union's recommendations and standards specifically concerning the observance of “soft law” norms by subjects of international law.
