The Isa Khamedov Center for State Building and Public Law under the University of World Economy and Diplomacy, at the invitation of the leadership of the Supreme Court of the Republic of Uzbekistan, contributed to the development of a new edition of the Code of Administrative Court Proceedings.

The document was prepared on the basis of the Concept approved by a resolution of the President of the Republic of Uzbekistan.

One of the key areas of the Center’s work was the development of proposals to introduce the institution of claims into administrative court proceedings in Uzbekistan. This mechanism is aimed at enhancing the effectiveness of judicial review of decisions and actions taken by administrative authorities, while also providing interested parties with more reliable means of protecting their rights and legitimate interests.

To this end, the introduction of five types of claims for filing with the court has been proposed. The Center’s work in this area was supported by GIZ’s “Good Governance” programme in Uzbekistan.

The draft Code and the new legal mechanisms envisaged in it were presented to the President of the Republic of Uzbekistan and received approval. At the next stage, the Supreme Court plans to submit the draft law to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan.
