Biography Facts
Muxlisa Ibragimova is a practicing lawyer at AF “JUST JUSTICE”, mediator, and PhD candidate at the Academy of Public Administration under the President of Uzbekistan. Her dissertation focuses on “The Legal Status of State Civil Servants: A Comparative Legal Analysis.”
She has combined experience in advocacy, legal practice, teaching, and research, having previously served as a senior lecturer at the Academy of Public Administration and a lecturer at Tashkent State University of Law, where she also headed the Department of Strategic Development and International Rankings.
Her background includes roles as a corporate lawyer and HR manager in both public and private institutions. She holds degrees in Jurisprudence (Tashkent Islamic University) and Law (Tashkent State University of Law), and pursues doctoral studies in constitutional and administrative law, civil service, and public management.
Her academic and professional interests center on public administration reforms, meritocracy, and the legal status of civil servants. She actively participates in international conferences and training programs in Japan, the USA, the UAE, Azerbaijan, and Kyrgyzstan.
