    Biography Facts

    Rakhimakhon Nugmanova is an entrepreneur, researcher, and specialist in digital technologies, innovation, and the digital transformation of education. She is the Founder and CEO of International Coding Academy (INCODA) — an educational ecosystem focused on STEM and programming for children and teenagers across Central Asia. Since November 2025, she has been working at Yandex Uzbekistan as a Government Relations Project Lead, where she oversees strategic initiatives in digital economy development, the integration of modern EdTech solutions, large-scale teacher-training programs, and partnerships between government institutions, universities, and the technology sector. Rakhimakhon is also a Visiting Researcher at the University of Münster (Germany), conducting research on innovation ecosystems, design thinking, the Triple Helix model, and instruments for digital transformation. Her academic work bridges the practical realities of Central Asia with contemporary European research methodologies. She serves on the organizing committee of the ICID-2025 (International Conference on Information Systems & Design), held in partnership with Stanford University (USA), Inha University (South Korea), and an online global track. Rakhimakhon contributes to the development of the scientific program, collaborates with international scholars, and shapes the conference agenda on innovation, digital education, and system design. She holds a bachelor’s degree from INHA University in Tashkent and a master’s degree from the University of Illinois Urbana–Champaign. Rakhimakhon is the author of research works in EdTech, innovation-driven economic development, and the transformation of educational ecosystems. She has received over $300,000 in international and local grants to support largescale educational and technological projects. As a practitioner, she has led and delivered numerous technological and educational initiatives, including international hackathons, ideathons, AI-literacy programs, and cross-sector partnerships with ministries, universities, and EdTech organizations. She has significant experience in building educational platforms and early-stage innovation ecosystems.
